		<description>You are correct on your FMAP thinking. The federal government is making a mistake, but our not taking the money won&#039;t help the problem. It would essentially impose a tax on ourselves to pay for other states&#039; FMAP. The one place where I would balk is if there are strings attached (for instance, funding something now but mandating future, unfunded or unethical action).
